Kenyan corruption survey reveals high bribe rates among magistrates and police

The 2025 Kenya National Gender and Corruption Survey uncovers widespread bribery across public institutions, especially among magistrates and police, with significant regional disparities. A recent survey conducted by the Ethics and Anti-Corruption Commission (EACC) and Kenya National Bureau of Statistics reveals widespread corruption across Kenyan public institutions, with magistrates demanding the highest average bribe of Sh164,367. Police officers were reported as the most frequently encountered corrupt officials, engaging in bribery in 35.5% of cases surveyed, according to Capital FM Kenya.

The survey, which involved over 16,000 respondents nationwide, also identified Kakamega County as having the highest average bribe rate at Sh79,305. Officials involved in civil registration were among the other top offenders in terms of bribery prevalence, with most bribes paid in cash beforehand as a prerequisite for accessing services.

David Oginde, Chairperson of the EACC, highlighted systemic weaknesses that facilitate corruption, emphasizing how the problem disproportionately affects women and youth by undermining equal access to essential services. Oginde called for proactive and preventive reforms aimed at strengthening accountability and restoring public trust in corruption reporting mechanisms.

Abdi Mohamud, CEO of the EACC, underscored the need for secure, confidential digital platforms to facilitate corruption reporting, addressing the current issue of underreporting. Plans are underway to enhance monitoring systems and implement electronic fee payments, measures expected to reduce the reliance on cash bribes and improve transparency.

Going forward, the EACC’s efforts to establish preventive reforms and digital reporting channels will be critical in addressing the entrenched corruption revealed by the survey. The implementation of these measures is expected to play a key role in Kenya’s compliance with international anti-corruption frameworks and in promoting equitable access to public services.
